On October 2024, the Build-To-Order (BTO) exercise will offer 1,902 two-room flexi units, making it the highest number of new flats available for singles to apply for this year. These new flats will be classified as Standard, Plus, or Prime under the new flat classification framework, with eligibility for singles to apply.

Previously, singles were only able to apply for BTO flats in non-mature estates under the old framework. With the new classification, singles are eligible to apply for new two-room flexi flats in Standard, Prime, and Plus projects island-wide, giving them more options for their housing needs.

The October BTO exercise will have these two-room flexi units spread across 10 BTO projects in various locations such as Ang Mo Kio, Bedok, Bukit Batok, Jurong West, Kallang/Whampoa, Pasir Ris, and Sengkang. HDB has stated that up to 65% of the non-senior two-room flexi flats in Standard, Plus, and Prime projects will be reserved for first-timer singles.

However, the new classification framework will not be applied to previously launched flats. Additionally, when these new flats or those previously launched under the Prime Location Public Housing (PLH) scheme enter the secondary market, singles will have the opportunity to purchase Standard or Plus resale flats of any size, except for 3Gen flats. For Prime and PLH flats, singles will be allowed to purchase two-room flats.

Those looking to purchase a resale flat to live with their parents or family members will have the option to purchase a larger resale Prime or PLH flat as long as they meet the eligibility conditions. Specific resale conditions will apply for the Plus, Prime, and PLH flats, including an income ceiling of $14,000 for Plus flats and $7,000 for two-room Prime and PLH flats. These flats also have a minimum occupation period of 10 years.

Singles applying for their first home can access housing grants to aid in their purchase. With a monthly household income of $4,500 and below, they can receive up to $60,000 of Enhanced CPF Housing Grant (EHG) when purchasing a new flat. Singles looking to purchase a resale flat can also receive additional aid from the CPF Housing Grant (up to $40,000) and the Proximity Housing Grant (up to $15,000).

From mid-2025, singles will also be given priority access when applying for BTO flats to live with or near their parents. This move aims to promote family bonding and support for singles looking to purchase a home.
