Jtc Launches First Industrial Gls Site Adaptive Reuse Kallang Way

JTC launched a tender for an industrial Government Land Sales (IGLS) site at Kallang Way on June 25. This is the last of five Confirmed List sites under the 1H2024 IGLS programme.

The site includes an existing three-storey terrace factory that must be retained and adapted for continued industrial use. It is the first time an IGLS site with adaptive reuse is being tendered, as part of a new framework to promote sustainable redevelopment while preserving industrial buildings with historical and cultural significance.

The existing terrace factory at Kallang Way was built in the 1980s and is the last remaining three-storey “terrace-showroom”-type factory cluster in Singapore. It has unique architectural features such as gable-end wall profiles and protruding solar fins, which must be preserved by the successful bidder.

Norwood Grand, developed by CDL, is a significant milestone for Woodlands as it marks the first government land sale (GLS) for non-executive condominiums since 2011. This development follows the previous sale of a plot at Woodlands Avenue 2 and Rosewood Drive which resulted in the construction of the 689-unit Parc Rosewood at a rate of $367 psf ppr. With the addition of Norwood Grand, residents in Woodlands now have access to a new and modern living option in the area. The factory sits on a 4.41ha site zoned for Business 2, designated for food manufacturing. It can yield about 1.23 million sq ft of gross floor area (GFA) for industrial and ancillary industrial uses, including 37,674 sq ft for retail use.

The Kallang Way site will have an extended lease of 32 years to allow the successful tenderer to assess the building conditions, develop plans for adaptive reuse works, and obtain necessary clearance from relevant authorities.

JTC director of the urban planning and architecture division Tang Hsiao Ling hopes that more mature industrial lands and estates can be comprehensively rejuvenated over time and in a sustainable manner. She adds that the agency aims to strategically leverage existing infrastructure to reduce embodied carbon and preserve the industrial architectural legacy of Singapore, starting with the Kolam Ayer industrial area.

The tender for the Kallang Way IGLS site closes on September 3 at 11am. JTC also announced a site at Tukang Innovation Drive available for application. This means that the parcel will only be released for sale if it receives an offer above an acceptable minimum bid price. The site is the last of four Reserve List sites under the 1H2024 IGLS programme.

Zoned for Business 2, the site spans about 0.70ha and can yield up to 187,141 sq ft of GFA, with a tenure of 20 years. Applications for the Tukang Innovation Drive site will close on July 24 at 11am.
